Woman Arrested for Interfering with Officers

NORFOLK - A 22-year-old Norfolk woman was arrested Tuesday when she interfered with officers trying to remove her children from her home. Police Chief Bill Mizner says Victoria Ricard was arrested when she attempted to stop officers from serving a court order for child removal at 1406 Country Club Road Apartment 22. Ricard was observed trying to block the entrance door to the apartment and for trying to keep her children in a bedroom rather than surrendering them to the Nebraska Department of Health and Human Services. Ricard was arrested for obstructing a police officer. She was booked into the Norfolk City Jail and later transferred to the Madison County Jail. Her children, ages six and one, were placed with the Department of Health and Human Services.
