Two Charged after Early Sunday Morning Incident

NORFOLK - One man was arrested and another received two citations early Sunday morning following a report of a possible break in.  Norfolk Police Captain Mike Bauer says 21-year-old James Kumm, who is considered to be homeless, was cited for third degree assault and disturbing the peace, while 21-year-old Drew Plugge of Norfolk was arrested for second offense drunk driving with a blood alcohol level above .15 and also for refusal to submit to a post-arrest chemical test.  Bauer says officers were called to 107 Whitney Avenue at 2:25 Sunday morning. The reporting party said Kumm and Plugge came to the residence and created a disturbance. Kumm is accused of assaulting a male at the residence. It was determined that Plugge drove the two to the residence on Whitney Avenue, and officers say Plugge failed a field sobriety and preliminary breath test, but refused a post-arrest chemical test. Kumm was cited and released, while Plugge was taken to the Norfolk City Jail and later transferred to the Madison County Jail.NORFOLK - news story
