Stormwater Management Ordinance
Norfolk will most likely have a new stormwater management ordinance by the first of the year, required by federal Clean Water regulations. Trent Howard, city prevention manager, will be charged with enforcing the ordinance. He says those developers who did not use the best management practices to prevent runoff from construction sites will be subject to fines and injunctions. The regulations also impacts homeowners, who will not be allowed to blow grass clippings into the streets or create other situations where soil or other pollutants drain from their property into streams and rivers.
