Senator Johanns predicts more congressional conflicts

     Nebraska U.S. Senator Mike Johanns says considerable tension has been building in the Senate and that he foresees even more clashes over money ahead for Congress.  But Johanns says that's not necessarily a bad thing and is a natural outgrowth of the two-party system.  Johanns criticized the Senate Appropriations Committee for exceeding spending limits by 91-Billion dollars.  Johanns predicts Congress will return in September to face a number of fiscal issues that could again edge toward a government shutdown.
