News Briefs:

The United States Senate has approved construction of the Keystone XL oil pipeline, but not with enough votes to overturn an expected presidential veto. The Senate has followed the House in approving construction of the oil pipeline that would run through Montana, South Dakota, and Nebraska. The 62-36 vote falls short of the 67 needed to override the veto promised by President Barack Obama. The bill differs slightly from the House version. If the two chambers reach agreement on a final version, it goes to the president. The bill mandates construction of the 840-mile pipeline from western Canada to Steele City, Nebraska - southeast of Fairbury.

Those with business in the Madison County Courthouse early next week may experience some congestion in the halls near the District Courtroom. According to a news release from the Madison County District Court, special precautions are being taken to protect the identity of those called as grand jurors and witnesses in the investigation of the January 7th death of Andre Murphy, Sr.  Murphy died about an hour after interaction with a Norfolk Police officer, and a grand jury investigation into his death is required by state law. By law, the work of the grand jury is conducted in secrecy. Because statutes require that there be no photographs of or discussions with grand jurors or witnesses, the area in and around Madison County court room one will be restricted.

An annual state agriculture conference is expected to focus on helping small and mid-sized Nebraska farmers prepare a transition plan for their operations. Director of Agriculture Greg Ibach announced the annual agriculture conference with Gov. Pete Ricketts in a news conference Thursday. The Governor's Ag Conference is set for March 4 and 5 in Kearney. Ibach says a study showed more than 50 percent of the state's small and medium dairy farms don't have successors. Ricketts says the conference will also address connecting the state's urban and rural sectors through agriculture and increasing foreign exports to countries in Asia.

If Thursday night’s ruling of the Madison County Board of Adjustment stands, two brothers will have to move a grain bin constructed too close to the road in the southwest part of Madison County. The Board of Adjustment heard a request from Hemmer Land, LLC to reduce the setback for a grain bin from 50 feet from the right of way to 36-feet, 5-inches. At last night’s hearing, Adam Hemmer estimated  the cost to move the bin the required 13 feet, 7 inches would be more than $40,000.  The board voted 5-0 to deny the request for a variance.
