News Briefs:

A study conducted by Creighton economist Dr. Ernie Goss indicates that tax exemptions granted to credit unions and Farm Credit Services of America are costing Nebraska money. Goss discussed his study with area members of the Nebraska Bankers Association during their fall meeting Tuesday in Norfolk. Credit unions pay no federal or state income taxes, and FCS pays federal and state income taxes that are about one-fifth that of commercial banks.

The Norfolk City Planning Commission has granted a Conditional Use Permit for an existing communications tower, despite continuing objections from neighbors. The tower in question belongs to Telebeep and is an approximately 75-foot wooden utility pole located at 2208 Elmer’s Lane. Telebeep owner Tom Schommer says he didn't realize he needed a permit when the original pole was placed at this location in 2004, nor when he replaced that pole earlier this year. Telebeep will be assessed three times the normal fee of $5-per-foot for the permit, adding $750 to the permit cost.

The Canadian company that wants to build the Keystone XL pipeline is taking steps to circumvent one of the major roadblocks in Nebraska.  Former Gov. Dave Heineman approved the project in 2013 under a state law that allowed TransCanada to use eminent domain against holdout landowners, but opponents sued. The project has been mired in the courts ever since. The Public Service Commission could be another avenue for route approval, though its decision can be appealed.

A Dodge man who pleaded guilty to sexually assaulting an eight-year-old girl has been sentenced to decades in prison. Twenty-eight-year-old Henry Carstens was sentenced Monday in Dodge County District Court to 48 to 50 years in prison for first-degree sexual assault of a child. Under Nebraska's good-time law, Carstens must serve a minimum of 24 years in prison. He must also register as a sex offender upon his release from prison. Prosecutors say Carstens raped the girl - the daughter of a family friend - more than 10 times in a two-month period.

Both the National Cattlemen’s Beef Association and the National Pork Producers Council are supportive of the Trans-Pacific Partnership trade agreement announced yesterday by the White House. NPPC Vice President and Counsel for Global Government Affairs Nick Giordano says the deal could lead to 10,000 new jobs in the U.S. pork sector and more than $1-billion more in export sales. Kent Bacus with the NCBA says the trade deal will boost U.S. exports and eliminate trade barriers.

This week is National Fire Prevention Week, a time to concentrate on making sure our homes and businesses are safe from fire hazards. Norfolk City Fire Marshal Terry Zwiebel urges families to take time to practice an escape plan and to make sure their smoke detectors have fresh batteries.
