NASCAR has announced that it is shifting to an unlimited green-white-checkered finish format when late-race cautions come out. It's establishing an "overtime line" to determine the winner.  The line will vary by track.  If the race leader passes the line on the first lap under green before a caution comes out, it will be considered a valid green-white-checkered attempt.  If a caution comes out before the leader passes the overtime line on the first lap under green, it will not be a valid attempt.  The race continues until a valid attempt.  NASCAR previously had a limit of three tries to complete the race.

It's off to Indianapolis for four former Huskers with NFL aspirations.  The Lincoln Journal Star reports that defensive tackles Maliek Collins and Vincent Valentine, offensive tackle Alex Lewis, and that popular fullback Andy Janovich all made the invitation list for this year's NFL Combine.  It will occur Feb. 23-29 in Indianapolis.  The invitations to Collins and Valentine will surprise no one, and Lewis is coming off a strong showing at the East-West Shrine Game.

News Briefs:

Gov. Pete Ricketts says local government bodies may not support his plan to control property taxes, but the taxpayers in Nebraska do. Ricketts says the number one thing he has heard from the state’s residents for the past two-and-a-half years has been the need for property tax relief. The Governor says that, now that committee hearings on the bills are over, he will talk with the committee chairs and work to build support in the committees to get the bills reported out to the full legislature for debate.

Nebraska's tobacco tax could more than double under a bill that is drawing praise from health officials but strong criticism from retailers, grocers and smokers. A legislative committee heard testimony Thursday on a bill by Sen. Mike Gloor that would bump Nebraska's cigarette tax from 64 cents to $2.14 per pack, generating an estimated $120 million in state revenue.

None of the presidential candidates – for either party – is talking about farm policy, and that is a problem for the chairman of the House Ag Committee.  Mike Conaway of Texas says the Texas primary is coming up on March 1, and he has no idea how he will vote.  He says a few of the candidates have talked about ethanol, but none of them has outlined any kind of overall farm policy.

The Federal Reserve says farm income continued to decline during the fourth quarter in Midwestern and Western states, so farmers are borrowing more. Farm income is down because prices have declined for cattle, soybeans, wheat and corn. The value of farmland continues to decline. The value of non-irrigated land declined 4 percent in the fourth quarter, and irrigated land values slipped 2 percent from the previous year.

It’s been a couple of months since Salvation Army volunteers put away the bells and kettles, but the organization’s need for resources is constant, which is why they’ve begun their annual fund drive in an effort to raise $5,000 to support 700 people for the next 30 days. Salvation Army Captain R.C.Duskin says 300 families use the food pantry each month and they serve 60 to 80 meals six-days-a-week in their soup kitchen. To make a donation, go online to SANorfolk.org.

Elkhorn Valley Museum visitors have until Feb. 18 to enjoy the Smithsonian Institute’s traveling exhibit “The Way We Worked,” but Saturday’s “Hands on History” feature is “The Way We Played.” Museum Executive Director Ryan Leikenhauer says they’ll be playing games and with toys that date back hundreds of years. It’s 2 to 4:30 Saturday.

Free books, family fun and magic are planned for this year’s Children’s Day Festival in Norfolk. It's scheduled for 1 to 4 Sunday afternoon in the Sunset Plaza.  Mark Claussen with Read Aloud Norfolk says about 1500 books will be given away to children during the event and Travis Wizardry – “magic like you have never seen” – will perform from 3:30 until 4:30.

Norfolk students get a taste of real-world interviews with business representatives. Read all about it in Friday’s Norfolk Daily News.
