Norfolk City Council approves "Blighted and Substandard" designation
NORFOLK - The Norfolk City Council has approved a “blighted and substandard” designation for a 31-acre area of Norfolk north of Omaha Avenue and east of 13th Street. At Monday night’s meeting of the Council, Northeast Nebraska Economic Development District Executive Director Tom Higginbotham said the designation helps prepare the area for development. Being designated “blighted and substandard” allows for special financing for streets, water, sewer and other infrastructure improvements. The area south and east of the same intersection was earlier declared “blighted and substandard” for many of the same reasons. That paved the way for the construction of a Perkins restaurant and other improvements to the area.
