Lower Elkhorn NRD Board Approves Groundwater Recommendations

NORFOLK - By a vote of 12 to 1, the board of directors of the Lower Elkhorn Natural Resources District has approved four groundwater management quantity sub-areas and rules and regulations for controlling irrigation in those areas.  Two amendments were approved to the rules and regulations that were recommended by staff and presented at a subcommittee meeting Monday night. The board voted 8-to-5 to treat the northern half of Chapin Township in Wayne County like the Pierce County and Battle Creek Township areas - with flow meters not required until May of 2014 and no limit on the amount of irrigation water that can be applied. And on a 9-to-4 vote the board agreed to require a hearing to review the issue in January of 2019.
